Expanded Gambling Defeated in 2004 But the Fight Goes On
Legislators Proposed a Gambling Bill
Two gambling bills were introduced in 2004 Nebraska Legislative Session. Gambling with the Good Life and Nebraska Family Council opposed this legislation which was another attempt to expand gambling in Nebraska. I am glad to report that neither of these bills made it out of committee.
In 2004, Lawmakers advanced to the final round of debate a proposed constitutional amendment to allow casino gambling in Nebraska. The bill was given a boost by Senator Bromm , who was then Speaker of the House, who declared it a Super-priority Bill, and then it was passed by the Legislature.
LR 14CA, sponsored by Lincoln Sen. DiAnna Schimek, also went to voters in the November, 2004 election. Schimek offered an amendment that would have permited casinos at two locations in the state. It would have also permited up to four additional Casinos on Indian Reservations.
Schimek urged her colleagues to act because of less desirable gambling proposals circulating the state.
Lincoln Sen. David Landis said that was why he decided to vote in favor of the measure.
"This will mean the least amount of gambling because the no-gambling option is off the table, I think," he said.
Norfolk Sen. Gene Tyson rejected that argument and said the threat may be illusory.
"I will not take counsel of someone else's fears," he said.
The State Senators felt compelled to move forward a bill that would compete with the five petition drives that were being circulated.
It was a wonderful statement by the Nebraska voters when all of the gambling initiatives were defeated in the November, 2004 election.
In 2007, LB 546 was introduced. This is a bill that we face most every year. It is the horse racing industry's attempt to put slots at the tracks. This bill is stuck in committee and it is doubtful will see it before the end of the 2008 Legislative Session.
